Web URL in Library settings blanks after restart, `URL scheme must be a HTTP(S) scheme` in logs, Android app won't link

On the v3 beta the Android app can't link to my instance. Looking at Library settings after a container restart, the Web URL field has been erased even though I had set an https URL there, and the server logs show:

failed to get redirect response TypeError: fetch failed
  [cause]: Error: URL scheme must be a HTTP(S) scheme

Resolution: The configured Web URL was not being persisted across restarts, so the server fell back to an empty value and every redirect/fetch built from it failed with URL scheme must be a HTTP(S) scheme - which in turn broke app linking. This is fixed in web-v3.0.0-beta.14. Pull that tag or newer, re-enter the Web URL in Library settings, and confirm it survives a container restart before retrying the app link.
