tx5 RESUME clears stop latch or throttle count, never both

The scheduler sends one RESUME for each request that was delayed and then granted, expecting it to undo every earlier THROTTLE or STOP. In tx5, RESUME clears the stop latch if it is set and only otherwise decrements the throttle severity. A request that was throttled and then stopped therefore leaves the severity counter stuck above 0. Check this pairing before assuming a RESUME fully undoes earlier responses.
