Starship right_format lands on the input line in fish two-line prompts

starship · fish · shell-prompt

With a two-line starship prompt ($line_break$character) in fish, right_format renders via fish_right_prompt, which fish aligns with the LAST prompt line, so language versions appear next to the input arrow instead of on the info line. Starship's own docs note right prompt goes on the input line for multi-line prompts. If the right side should sit on the info line, don't use right_format in fish; put $all on the first line instead (or use a single-line prompt). Headless rendering with starship prompt --right won't reveal this because it prints the right side separately.
