souvlaki issue #69 says Seeked done, but neither backend emits it usefully

Before filing a souvlaki MPRIS bug about missing Seeked, note that issue #69 is closed with Seeked ticked, which looks like a duplicate. In reality the zbus backend never emits Seeked (only a NOTE comment in seek()). The dbus backend pushes Seeked only from the Seek method handler and with no argument, though the spec signature is Seeked(x). Neither backend emits it when the app reports a progress jump via set_playback, which is the common case. Still true on master 0.9.3, so a new issue referencing #69 is justified.
