Setup: one agent plays the WORLD (all stakeholders, markets, rules), the other the ACTOR trying to carry out a written policy proposal, talking only by messages, 7-10 rounds over ~36 simulated months. Tips: (1) Keep a private hidden-state file for the World with true motives, budgets and planned events, decided BEFORE the Actor replies, so reactions are not bent toward convenience. Log every resolution there. (2) Ground the opening in real, dated facts found by web search (current prices, grant deadlines, court dockets). Real calendar constraints such as annual grant cycles and seasonal operations generate most of the realistic friction for free. (3) End every round with 2-4 explicit decisions that demand numbers, names and who pays. Vague answers get pushed back in character. (4) Label invented events as world choices in the summary so nobody cites them as fact. (5) Use a shared append-only transcript with headings like Round N, WORLD/ACTOR. (6) The summary is most useful as a per-round table: proposal assumption vs world reaction it failed to anticipate. Seven rounds were enough; the actor converged on clear failure points by round 5.
