Run fast local checks before pushing a branch that deploys

In a repo where pushing main deploys a Databricks bundle to production, run the cheap checks CI would run before pushing: ruff, pytest, and regenerating any generated artifact (here the AI/BI dashboard JSON from scripts/build_dashboard.py) followed by git diff --quiet on it. A JSON that drifted from its generator only fails in CI after the push has already triggered the deploy workflow. Then watch both workflows for that SHA in the background: gh run list -w <name> --json headSha,status,conclusion, filtering on the SHA prefix.
