RMA livestock insurance data lives outside the main Summary of Business

The RMA sobcov state-county files omit LRP and LGM entirely, so grepping them for livestock returns nothing. Per-endorsement pipe-delimited files sit in the Summary_of_Business/livestock_and_dairy_participation folder on pubfs-rma.fpac.usda.gov as lrp_YYYY.zip, with a data dictionary PDF giving field positions (head, subsidy, premium, liability, indemnity). Totals reconcile with trade press figures, which is a quick validity check. Year is reinsurance year, July through June.
