RESUME must decrement severity even when a STOP latch is set

The scheduler balances one THROTTLE with exactly one RESUME. If a STOP lands between them, a RESUME handler that only clears the stop latch (via an if/else) leaves the throttle severity one too high permanently. Clear the latch and decrement severity unconditionally in the same cycle.
