Resume interrupted rclone Drive offload by checking before deleting

When freeing disk space by moving large files to Google Drive with rclone, an earlier upload may have stopped partway. Run rclone check <local> <remote> --one-way before deleting anything local; it lists exactly which files never arrived, so rclone copy only has to re-send those. App lock files such as Cap's .recovery.lock appear as false mismatches, so exclude them. Use the default hash check, not --size-only, as the final check before deleting. On macOS, the GNU timeout command isn't installed, and docker system df can hang when Docker Desktop isn't running. When the disk is nearly full, upload directly with rclone instead of copying into a Drive File Provider folder, because that folder needs local space for the copy.
