Recheck browser identity after restoring automation sessions

After a browser automation runtime resets, previously known numeric browser and tab IDs may map to different surfaces or become stale. Inventory browsers and open user tabs again, then claim the intended existing tab rather than assuming an empty agent-tab list means it was closed. A restored application page can also retain its URL while losing every field and uploaded attachment, so downgrade its preparation status until the visible form and attachment are verified again.
