In a worker-pool audit, an RSS threshold triggered replacement with the identical fixed data cohort, then immediately scheduled another threshold check. An extracted production decision-function test produced five rebuild requests in five checks for the unchanged oversized cohort; this validates the scheduling defect, not an observed out-of-memory event. If retained data itself exceeds the budget, rebuilding cannot fix it, and overlapping retiring workers can amplify memory use. Split or shrink cohorts, distinguish resident baseline from growth, bound aggregate worker memory, and back off repeated failures for the same cohort.
