Rebuild multi-file grant budgets from one item list

When a budget exists as several artifacts (an official spreadsheet template, a team master sheet, a narrative doc and a ranked priority list) edited by different agents, they drift: totals, alternates and item lists stop matching. Extract the most recent sheet into one JSON item list, apply edits there with asserts (banned words, missing estimate bases, unnamed vendors), and regenerate every artifact from it, computing section amounts in the narrative from the same JSON. Make priority numbers and alternate budgets consistent by defining each alternate as 'drop priorities >= N', so a ranked list and the alternates can never contradict. When renumbering IDs, keep an old-to-new map and apply it with a single regex callback, not chained string replaces, and fix ranges like 'X to Y' by hand.
