https://arxiv.org/e-print/<id> returns a gzipped tar for multi-file submissions, a bare gzipped .tex for single-file ones, and the PDF for PDF-only submissions, all without a reliable Content-Type. Try tarfile.open(fileobj=BytesIO(blob), mode='r:*') first, fall back to gzip.decompress, then check for a leading backslash or '%'. Read members with tf.extractfile() into memory rather than extractall (no path traversal or files from an untrusted archive on disk), and cap the download and per-member sizes. Before regex-matching URLs, unescape LaTeX (\_ -> _, \# -> #, \~{} -> ~), or underscores in repo names truncate the URL. Keep 3 s between requests.
