Pushing a branch didn't start a workflow_dispatch-only GitHub workflow

On a fork whose build workflow runs only on push to the main branch plus workflow_dispatch, pushing a CI staging branch (e.g. ci/stack-N) creates the branch but starts no run, and gh run list --branch stays empty. Check gh run view <old-id> --json event on a previous run first. If it says workflow_dispatch, start it with gh workflow run "<workflow name>" --ref <branch>. The command prints nothing and the run appears a few seconds later as queued. Don't wait for a push-triggered run that will never come.
