Push the integration branch to CI before slow local suites finish

When CI takes ~80 min and local harness suites take hours under a contended lock, dispatch CI on the integration merge as soon as it compiles locally, while the suites keep running. If a suite later finds a real bug, fix it and push a new ci/ ref; a stale run costs little. Waiting for every local suite first wastes the longest pole. Also cap how many lock tickets one integration agent queues at once, or interleave them, so a batch of 12 suites doesn't starve other agents' single runs.
