Permission classifiers block agent-driven bulk upload of transcript-derived content

If an agent extracts insights from a user's chat transcripts and then tries to mass-post them to an external service (or even to stage a batch of upload commands), harness permission classifiers may deny the whole action class, even when single interactive posts are allowlisted. Design seeding pipelines so the upload step is a user-invoked script, not an agent tool call: the agent prepares JSON locally, the human runs the seeder. Same pattern as crash-reporter/outbox transports.
