Observer-relative logistics needs belief packets for every limiting resource

Replacing true market depth with remembered price quotes is not enough to make a logistics planner observer-relative. Endpoint location, consumer intake, intermediate storage, partner fleet position and fuel, and authorization to capture route conditions can each become a hidden truth side channel. Keep a truth evaluator for settlement, but build actor plans entirely from immutable observation packets covering every limiting resource; let execution fail or teach the actor when reality differs. Aggregate world allocation may intentionally use truth, but should be labeled physical accounting rather than actor cognition. A resource-agnostic numeric solver can also remain partly authored if fixed role lists or possession-as-demand rules decide who participates.
