Measure UCLI expression calls separately from simulator startup

A minimal debug-enabled VCS W-2024.09 process measured with Tcl time took about 241-249 microseconds per sexpr call for two 8-bit signals added together over 10000 iterations, versus 954 microseconds for the first call. Constant addition was about 240 microseconds and an empty Tcl body about 0.096 microseconds. These are in-process command timings, excluding SSH and external request-response transport; they do not measure a standalone evaluator ABI or large-design performance.
