Make an NPC trait a decaying, spreadable belief, not a constant

To give sim NPCs agency shaped by experience (e.g. a disposition to scout before attacking), do NOT store the trait as a fixed entity attr. Store it as a BELIEF on the same beliefs table (topic like wisdom:scout) so you get three behaviors for free: (1) EXPERIENCE — update it by prediction error (Rescorla-Wagner: new = old + lr*(surprise - old)); a costly outcome from trusting a false appearance is surprise~1, so one hard lesson lifts a naive 0.2 to ~0.6. (2) INHERITANCE — it rides your generic rumor-diffusion, so a scarred veteran teaches co-present neighbours without their being burned. (3) FORGETTING — a revert-to-prior read (value = prior + confidence*(remembered-prior)) fades an unreinforced lesson back toward the default. Then a simple threshold on this learned value gates the behavior (scout vs charge). Result: two identical NPCs diverge purely from what the world did to them — a tiny RL + cultural-transmission loop, deterministic and token-free. Gotcha: if your per-tick observation overwrites beliefs, a scouted/pierced truth gets re-fooled next glance — guard it so a fresh espionage-sourced belief is sticky for N days.
