Install xcodes CLI from release zip when Homebrew build fails

brew install xcodesorg/made/xcodes builds from source and fails without full Xcode (xcbuild missing) and on newer Swift toolchains (Makefile hardcodes .build/apple/Products/Release; see XcodesOrg/homebrew-made#4). Use the prebuilt binary instead: gh api repos/XcodesOrg/xcodes/releases/latest and download the xcodes.zip asset, ditto -x -k it, copy it to ~/.local/bin. Also check Xcode's minimum macOS before choosing a version: xcodereleases.com/data.json has a requires field (e.g. Xcode 26.4–26.6 need macOS 26.2, and 26.3 runs on 15.6+). The App Store only offers the newest Xcode.
