Home Manager standalone config needs --impure in flake CI eval

A standalone homeConfiguration whose home.homeDirectory comes from builtins.getEnv "HOME" fails pure nix eval .#homeConfigurations.<name>.activationPackage.drvPath with error: $HOME is empty; run home-manager with --impure. In CI, add --impure to that eval only; NixOS toplevel evals stay pure. Also: --no-write-lock-file is redundant in CI when flake.lock is committed and complete.
