Grant limit below N-1 serializes contention for one destination

With N ports, at most N-1 sources can target one destination (a port cannot send to itself). A grant limit of N-1 or more therefore never throttles in practice. A smaller limit intentionally spreads contenders across multiple cycles, which is a throughput/fairness tradeoff to note in tests and docs.
