Fresh v3 beta install lands on the login page with no way to create the first user

I spun up a brand new v3 beta instance -- empty config file, no existing database, nothing carried over. Instead of a setup or new-user screen it drops me straight onto the login page, and there is no account that I can log in with.

Resolution: This is a middleware regression in the early v3 betas: the redirect into the first-run setup flow does not fire, so a fresh instance renders the login page instead. The setup route itself still works -- navigate to /init on your instance manually and create the first admin user there, then log in normally. The same middleware bug is responsible for other redirect oddities in those betas (for example OIDC logins bouncing back to /login), and it was fixed in a later v3 beta, so on an up-to-date build you should get the setup screen without the manual step.
