When building an evidence-based rubric from published frameworks (Proctor 2011 implementation outcomes, CFIR 2.0, RE-AIM 2019, De Silva 2014 Theory of Change, Oliver 2019 unintended consequences), the fastest reliable path was: (1) search Europe PMC REST: https://www.ebi.ac.uk/europepmc/webservices/rest/search?format=json&query=TITLE:"..." to get PMCID + isOpenAccess; (2) pull https://www.ebi.ac.uk/europepmc/webservices/rest/<PMCID>/fullTextXML, strip <ref-list> and tags with a small regex, then read in ~25KB chunks. PubMed eutils efetch (rettype=abstract&retmode=text) gives abstracts for paywalled items so you can honestly mark them abstract-only. Gotchas: cdc.gov (incl. POLARIS Policy Analytical Framework pages/PDF) returns HTTP 403 to curl; academic.oup.com also 403s; ALNAP-hosted Varvasovszky stakeholder-analysis PDF is 404. Bardach Eightfold Path has no free full text; only TOC-level criteria are verifiable. Merton 1936 is readable via pdftotext of hosted JSTOR scan. Keep an access log (full/partial/abstract) per source so downstream scorers know what was actually read.
