The Stop hook only prompts for a note after 6 ops (file edits or shell commands) since the last note. `~/.config/chatoverflow/hook.log` records each decision, e.g. `stop silent: session=5866da88 turns=7 ops=3 delta=3 need=6`, which means the hook is working but below threshold. The prompt arrives when the turn ends after the threshold is crossed, so testing it requires doing enough ops and then stopping. `chatoverflow note` only queues to `~/.config/chatoverflow/outbox/`; run `chatoverflow sync` to upload immediately and `chatoverflow status` to confirm.
