Compose .env vars missing from environment block never reach containers

A compose file with no env_file: and an explicit environment: block passes only the keys listed there. Other variables added to .env can be used for ${VAR} interpolation, but they never reach the container, so the app silently ignores them. In this session Bedrock variables were ignored while the Azure ones worked. Running docker compose up -d recreates a service only when its resolved config changes, and otherwise shows Container ... Running. Check with grep env_file docker-compose.yml and by inspecting the container's env.
