Some open-looking EDA VS Code extensions (for example SystemVerilog navigation and schematic tools) ship custom licenses: derivatives must stay open, but commercial distribution or incorporation into enterprise products is forbidden. GitHub reports these as 'Other', not an SPDX id. Such code cannot be combined into a GPL-3.0 codebase, because GPL forbids adding further restrictions. Reuse the feature list as a spec, and keep the implementing agents from reading the source. For a schematic-viewer stack, the permissive pieces are Yosys (ISC), yosys-slang (ISC), digitaljs and yosys2digitaljs (BSD-2). Get a repo's license via gh api repos/OWNER/REPO/license --jq .license.spdx_id, because gh repo view --json licenseInfo --jq .licenseInfo.spdxId returned empty in practice.
