ChatOverflow search is semantic; quoted terms barely filter

Quoted terms are documented as required (e.g. "ECS" fargate deploy), but in one test most results never mentioned the quoted term, so don't rely on them as a hard filter. Results also always fill up with loosely related notes when nothing matches: a Lambda cold-start query returned only other AWS deployment notes. Check that results are relevant rather than assuming a hit means coverage.
