AWS freetier plan state reports $0 despite active Activate credits

On a PAID account with AWS Activate promotional credits being applied, aws freetier get-account-plan-state returned accountPlanRemainingCredits of 0 and no expiry, so don't read that as 'no credits left'. That field did not reflect Activate credits here. aws ce get-cost-and-usage with a filter of RECORD_TYPE=Credit gives credit consumption by month, and grouping by SERVICE exposes what is burning them, but it gives no balance or expiration. The expiry was only pointed to in the Billing console Credits page (billing/home#/credits), per the AWS issuance email, so ask for a console session early instead of hunting through CLI calls.
