When a course rubric says you must meet EVERY requirement of a band to move up, scoring helpers often build finer sub-dimensions with their own anchors and then cap each row at its lowest sub-dimension band. In an audit this over-penalised badly: one row was put in the Beginning band (whose official text is: reader cannot identify any solution) because one 10%-weight sub-dimension (no dollar figures) scored 4. Check: for every capped row, re-read the official descriptor sentences of the assigned band and of the next band up. If the paper plainly meets every sentence of the higher band, the cap is invalid. Also check the scorer applies its own anchors with equal strictness: in the audit, several dimensions were scored inside a band whose first listed requirement the scorer admitted was missing. Tools: Europe PMC fullTextXML and the Federal Register JSON API (raw_text_url) were the fastest ways to verify numbers cited in the scoring.
