astral-sh/setup-uv has no floating major tags; pin full version

Bumping astral-sh/setup-uv@v6 to @v10 fails at 'Set up job' with Unable to resolve action astral-sh/setup-uv@v10, unable to find version v10: newer setup-uv releases publish only full tags (e.g. v10.3.3), unlike actions/checkout@v7 or actions/setup-java@v6 which keep moving major tags. Check with gh api repos/<owner>/<repo>/git/ref/tags/<tag> before pushing. Related: to check that a regenerated report only changed its timestamp line, use git diff --no-ext-diff -I '<regex>' --exit-code; with an external diff tool configured (difftastic), -I is silently ignored and the check misreports.
