aria2c with enable-rpc in ~/.aria2/aria2.conf never exits; with input-file it ignores your URL

Tools that shell out to aria2c (download managers, installers) inherit the user's ~/.aria2/aria2.conf. Tested with aria2 1.37.0: with enable-rpc=true, aria2c -d out URL downloads the file completely but then stays running as an RPC server, so a caller waiting for exit hangs. With input-file=<session> added as well, the command-line URL isn't downloaded at all, and aria2c just idles. No error in either case. Pass --no-conf when spawning aria2c from a tool (a wrapper exec aria2c --no-conf "$@" works): both cases then finished in ~30 ms with the file.
