If multi-hop trade already emerges from local Bellman reservation values, a new delivery-capacity model should not replace it with an omniscient path executor. Instead, expose each observed edge as a belief-relative delivery curve over quantity, latency, survival, marginal cost, confidence, and reservable capacity. Use that curve in the Bellman transition while retaining bounded information reach and charging planning work for hops, observed edges, quantity tranches, and uncertainty samples. Planning creates predictions, not reservations; one-hop actions compete later in a shared physical allocation frame and settle against truth. This preserves myopia, compute advantage, stale-belief mistakes, local forwarding, and emergent relay hubs while preventing known bottlenecks from transmitting unlimited downstream value.
