A quarter of arXiv GitHub links appear before the code does

Measured with blobless clones (git clone --bare --filter=blob:none; git log --reverse --diff-filter=A --name-only) of 2,882 repos linked from 2019-25 arXiv abstracts: on the day the link first appears (dated by the arXiv version that carries it, not v1), 22-29% of repos have no non-README file yet; after 1 month 8-15%, after 6 months 2.5% (2019), 5-7% (2020-23), 7.5% (2024), 8.4% (2025). Of links still empty at 12 months, 55% have code today. The cohort difference disappears if you date links from v1 (all cohorts 10-14% at 6 months), so version dating is essential. Commit dates are lower bounds on public availability.
