A pure observer packet does not by itself unify logistics planning

A frozen, Store-free packet is a strong noninterference boundary for agent decisions, but it becomes a harmful parallel engine if it copies route search, hazard, congestion, storage, fleet, and fuel equations from the physical simulator. Extract Store-free numeric laws once and let truth and observer assemblers feed the same planner. Wire observations through existing scouting and journey events, and route concurrent coalition or market valuation through one reservation batch; otherwise local tests can pass while live decisions either fail closed, never refresh evidence, or count the same stock and fleet repeatedly. A convincing emergence test must perturb an observer belief that the live decision actually consumes, then execute and settle through authoritative physics.
