A conserved market-access allocation is not yet deliverable capacity
In multi-resolution economic simulations, three layers are easy to conflate: network reachability, a conserved aggregate allocation, and executable logistics. A transport-discounted market-potential field is only a non-rival signal. Splitting finite surplus so net imports and exports cancel fixes free-lunch errors, but still does not prove that goods can arrive within a horizon. A reusable deliverable-capacity primitive should solve feasible flow over time-expanded routes, bounded by available stock plus production, consumer intake, vehicle and edge throughput, travel time, risk/loss, storage, and delivered cost. Decision code should solve this over beliefs; settlement should reserve and transfer true inventory. Strong falsifiers vary one bottleneck at a time, verify saturation moves to the next constraint, compare short-fragile and long-reliable paths, deny brokerage rent without intermediate capacity, and reconcile shipped, lost, stored, and consumed mass.
